Running unopposed for the Hill County Superintendent of Schools position, incumbent Vicki Proctor looks to remain in the role for the next four years. The partisan seat has no term limits and Proctor is currently serving in her fifth year. She will be running again as a Republican.
Proctor holds a master’s degree in school administration and vocation education. Along with working for the county, her experience includes working for close to 30 years at Havre High School teaching courses such as finance, business laws, television production, and computer courses. She has also taught at Montana State University Northern and the University of Montana Western.
The Superintendent of School seat is not shy of challenges, as Proctor shared, yet continues to be a role she enjoys serving.
“The County Superintendent of Schools position is complex but very exciting at the same time,” said Proctor. “This position focuses on the quality of education in order to uplift student and teacher performances while focusing on the needs of families. I enjoy being an advocate for schools and finding unique ways to find solutions while assisting with the professional development of teachers and staff.”
When asked why she is running, “it is the truancy problem in Hill County and the need to unify a workable plan while using the laws of current legislation,” said Proctor.
Proctor shared that she believes three other big challenges for the seat include “1) constant, every-changing challenge is the assurance that school boards, staff are compliant with state and federal laws, 2) the ever-changing curricular, technology, budget and societal issues evidenced in every classroom, and 3) Montana’s teacher hiring environment is caught in a hiring desert and this is challenging as we look to hire teachers or even paraprofessionals.”
The Hill County Superintendent of Schools seat differs from local school superintendent roles. Among other tasks, this seat is a liaison between the school district and the state, supports trustees and district officials, and oversees the election of school district elections. It also has financial reporting duties including maintaining records tied to levies, budgets, and district compliance.
