Kegel announced he will retire August 1, 2026, after more than 44 years of service to the university and a 50-year career in education, including over a decade as Chancellor.     People in the Havre area with questions about or who need help with Social Security will have to use the telephone or internet for now, as the Havre Social Security office is closed.     Much-needed precipitation has fallen in this part of Montana in the last few weeks, turning around a near-absence of moisture the first months of the year, but the area is still far-short of normal. National Weather Service reported Friday, the deadline for this article, that Havre had received .68 inches of precipitation so far in April, ahead of its normal amount of .51 inches for April 17.
